Abstract
This article aims to explaining the implementation of CSR (Corporate Social Responsibility) in PT Madubaru Yogyakarta and the obstacles with the solutions. This research is a descriptive empirical law with a qualitative approach. The type of data used is primary data obtained directly from the test site and the data obtained sekuder from literature review. The data collection technique used is an interview and a document or literature review. Based on the research and discussion, PT Madubaru implement CSR (Corporate Social Responsibility) through the activities of Partnership and Community Development Program. PT Madubaru implement CSR (Corporate Social Responsibility) pursuant to Law Number 40 of 2007 on Limited Liability Company in pratice in the form Partnership and Community Development Program with reference The Regulation of Minister of State-Owned Enterprise Number Per-09/MB/07/2015 changed to Regulation of the Minister of State-Owned Enterprises Number Per-03/MBU/12/2016. Obstacles in the implementation of CSR (Corporate Social Responsibility) are should not seize collateral, loan repayments are stuck, difficult to match the time of the assisted partners for the training activities, difficult to survey the location of candidates targeted, and limited Human Resources to implement CSR Corporate Social Responsibility.

Abstrak
Artikel ini bertujuan untuk mengkaji pelaksanaan CSR (Corporate Social Responsibility) di PT Madubaru dan kendala-kendala beserta penyelesaiannya. Penelitian ini merupakan penelitian hukum empiris yang bersifat deskriptif dengan pendekatan kualitatif. Jenis data yang digunakan adalah data primer yang diperoleh langsung dari lokasi penelitian dan data sekuder yang diperoleh dari bahan kepustakaan. Teknik pengumpulan data dengan wawancara dan studi dokumen atau bahan pustaka. Berdasakan hasil penelitian dan pembahasan, PT Madubaru melaksanakan CSR (Corporate Social Responsibility) melalui kegiatan PKBL (Program Kemitraan Dan Bina Lingkungan). PT Madubaru melaksanakan CSR (Corporate Social Responsibility) sesuai ketentuan Undang Undang Nomor 40 Tahun 2007 tentang Perseroan Terbatas yang dalam praktiknya berupa kegiatan PKBL (Program Kemitraan Dan Program Bina Lingkungan) dengan berpedoman Peraturan Menteri Badan Usaha Milik Negara Nomor Per-09/MBU/07/2015 sebagaimana diubah menjadi Peraturan Menteri Badan Usaha Milik Negara Nomor Per-03/MBU/12/2016. Kendala yang timbul dalam pelaksanaan CSR (Corporate Social Responsibility) yaitu tidak diperbolehkannya sita agunan, macetnya pengembalian pinjaman, sulitnya mencocokan waktu mitra binaan untuk kegiatan pelatihan, kesulitan survey lokasi calon binaan dan terbatasnya Sumber Daya Manusia dalam melaksanakan CSR (Corporate Social Responsibility).
