Abstract
The Covid-19 pandemic has changed the economic structure of many regions, including the composition of their leading business sectors. This study aims to identify the leading business sectors in Tegal Regency before and after the Covid-19 pandemic and to examine how these sectors relate to regional development. This descriptive study with a quantitative approach uses Gross Regional Domestic Product (GRDP) data at constant 2010 prices by business sector for Tegal Regency and Central Java Province from 2016 to 2023, obtained from Statistics Indonesia (BPS) and divided into the periods before (2016–2019) and after (2020–2023) the pandemic. The data are analyzed using Location Quotient (LQ), Shift-Share (SS), and Klassen Typology. The results show that the economic structure of Tegal Regency shifted after the pandemic, as reflected in changes in the LQ, SS, and Klassen Typology classifications of most business sectors. Four business sectors are identified as leading or priority sectors, namely Mining and Quarrying; Accommodation and Food Service Activities; Information and Communication; and Education Services. These sectors are linked to regional development through mining areas, tourism and culinary activities, telecommunication infrastructure and smart city development, and educational services. These findings imply that the local government should formulate economic recovery strategies based on leading sectors that are adaptive to structural changes, particularly by strengthening the Information and Communication and Education Services sectors.
