Penerapan kebijakan paperless di Badan Kepegawaian, Pendidikan dan Pelatihan Daerah Kota Surakarta

Abstract

The purpose of this research is to know the implementation of the paperless The purpose of this research is to know the implementation of the paperless policy, the obstacles, and the solution to the problem faced by Badan Kepegawaian, Pendidikan, and Pelatihan Daerah Kota Surakarta. The research method used is qualitative descriptive research with a study case research approach. The sources of the data are the informant, observation, and documentation. The sampling technique uses snowball sampling and purposive sampling methods. Interviews, observation, and document and archive analysis are used to collect data. The validity data test uses a credibility test with a triangulation method. The data analysis in this research uses interactive analysis that is continuously analyzed until the data’s saturation is reached; thus, activities include data reduction, displaying data, and drawing a conclusion. The results of the research are (1) the implementation of a paperless policy to reduce the usage of paper and increase work efficiency; (2) The obstacles that are being faced are on the server and network, and the main challenge is the change of the old manual administrative habit to an advanced administrative habit using modern technologies. (3) The solution to the obstacles and challenges above is to solve the obstacles and challenges above, such as server maintenance, using a power generator as a backup energy resource, and educating the employee.
