Konsep Communicative City sebagai Upaya Menjembatani Kesenjangan Digital

Abstract

Perwujudan Smart City secara umum masih dilakukan secara top down, dimana Smart City dimulai dari peran pemerintah dalam penyediaan infrastruktur. Faktanya, ketersediaan infrastruktur ini belum diimbangi dengan kemampuan masyarakat dalam memanfaatkan Teknologi Informasi dan Komunikasi (TIK) sehingga tujuan implementasi Smart City belum dapat tercapai secara berkelanjutan. Dampak yang tidak terhindarkan dari perkembangan teknologi ini adalah munculnya kesenjangan digital. Salah satu konsep yang dapat diaplikasikan pada tahap awal pengembangan Smart City dalam menjembatani kesenjangan digital adalah konsep Communicative City. Konsep ini memberikan gambaran bagaimana sistem komunikasi yang ideal di masyarakat dapat mendukung keberlanjutan implementasi perencanaan dalam suatu wilayah. Penelitian ini menggunakan pendekatan reviu berbasis literatur (literature review) untuk mengeksplorasi bagaimana aspek-aspek Communicative City dapat menjembatani kesenjangan digital dalam penerapan konsep Smart City. Metodologi ini melibatkan kajian terhadap berbagai literatur yang relevan, baik dari penelitian terdahulu maupun teori-teori pendukung, guna mengidentifikasi dan menganalisis lima aspek utama dari Communicative City yang berpotensi mengurangi kesenjangan digital, terutama dalam akses immaterial. Dari hasil kajian ini, diharapkan fokus implementasi Smart City bukan hanya dapat dimaksimalkan pada peningkatan akses material saja, tetapi juga pada peningkatan sistem komunikasi melalui konsep Communicative City untuk mewujudkan implementasi Smart City yang berkelanjutan. Manfaat perwujudan Smart City perlu dapat dirasakan oleh masyarakat secara berkeadilan.
