kompetisi dan kemitraan dalam sektor publik tidak harus dipisahkan, tetapi justru bisa digabungkan untuk menciptakan kebijakan yang lebih efektif. Kompetisi mendorong inovasi dan kreativitas, sementara kemitraan memastikan koordinasi dan keselarasan tujuan. Ketika keduanya diintegrasikan, pemerintah dapat menghasilkan kebijakan yang lebih adaptif, responsif, dan mampu menghadapi persoalan publik yang kompleks. Keberhasilan integrasi ini bergantung pada insentif birokrasi yang tepat, kepemimpinan kolaboratif, kapasitas organisasi, serta tata kelola jaringan yang baik. Secara keseluruhan, artikel ini menegaskan bahwa perpaduan kompetisi dan kemitraan bisa menjadi strategi penting untuk meningkatkan kualitas tata kelola pemerintahan modern.
