Implementasi Kebijakan Deradikalisasi dalam Identifikasi Mantan Narapidana Terorisme Berdasarkan Undang-Undang Nomor 5 Tahun 2018 di Wilayah Sumatera Selatan

Abstract

This research is motivated by the existence of repeated cases of criminal acts of terrorism committed by former terrorism convicts (ex-convicts) and the existence of ex-convicts who are still radical in South Sumatra Province, so a deradicalization policy was formulated in identifying former terrorism convicts in South Sumatra. This research aims to see how to analyze implementation and what factors play a role in implementing deradicalization policies in the identification of former prisoners. The theory used is policy implementation theory according to Ripley and Franklin. This research uses a qualitative method with a descriptive approach. Data collection techniques used include observation, interviews and documentation. The research results found that the South Sumatra Idensos Regional Task Force had implemented compliance and there were smooth routines in database activities, interviews and observations, analysis, while the desired impact was not yet comprehensive. UIN Raden Fatah and Islamic Boarding School Muqimus Sunnah have implemented compliance, smooth routines and the desired impact has already been achieved. Meanwhile Kesbangpol, MUI and PWNU have not yet implemented compliance, run routines smoothly and have not had the desired impact. There are factors that play a role in policy implementation, namely distance, facilities and infrastructure, the personality situation of ex-convicts, cooperation and there are no regulations regarding derivative RAN PE regulations. Suggestions that need to be strengthened include: Idensos Social Task Force South Sumatra Densus 88 AT Polri to carry out regular assessments, namely once every 6 (six) months, South Sumatra Regional Police to improve communication, coordination and collaboration, South Sumatra Provincial Government, Religious Organizations and MUI to identify ex-convicts so that in collaboration with Densus 88 AT Polri, South Sumatra Provincial Government to make derivative regulations regarding RAN PE. Other educational institutions should play an active role in providing support for the implementation of the identification of ex-convicts
