Mapping Public Policy and Governance Research in Indonesia: A Bibliometric Analysis

Basuki Basuki, Suswanta Suswanta

Abstract

This study maps the development of public policy and governance research in Indonesia by examining publication trends, thematic patterns, research actors, and keyword relationships. A bibliometric analysis was conducted using Scopus-indexed publications within the defined study period. Following a PRISMA-based selection process, 52 documents were included in the final corpus and analyzed using VOSviewer and Microsoft Excel. The analysis examined publication trends by year, country, author, and affiliation, as well as keyword cooccurrence and overlay patterns. The findings show that research on public policy and governance in the selected corpus has expanded in recent years, with prominent themes including collaborative governance, public policy, regulation, environmental governance, community participation, and sustainable development. The keyword network identifies seven thematic clusters, indicating that governance research in the corpus spans collaborative, regulatory, communitybased, regional, environmental, and institutional dimensions. The overlay analysis further indicates changes in the prominence of research themes across publication years. The findings provide a bibliometric map of the structure and thematic development of public policy and governance research associated with Indonesia and identify areas that may inform future research agendas
