STUDI KOMPARATIF STRATEGI KOMUNIKASI PROGRAM KELUARGA BERENCANA SEBELUM DAN SETELAH OTONOMI DAERAH DI KOTA SURAKARTA
Abstract
The results of this research are the communication strategy before the regional autonomy dominant in mass communication. Communicator credibility is considered better and more dominant in communications. Content of message delivered persuasive whereas the dominant media used media ATL (Above The Line) one way. Audience not demand satisfaction of government services and there is no economic motive. The communication strategy after the regional autonomy dominant in interpersonal communication face to face. Communicator credibility declines and is not dominant in communications. Content of message are educative with attention to gender issues and human rights, while the dominant medium used in the BTL (Below The Line) in both directions. Audience actively communicate, demanding the government service satisfaction and stimulants are materiil. The factors that influence differences in communication strategies before and after regional autonomy is a difference in the vision and mission of the program, communication policy and communication planning. The grade of effects after local autonomy in Surakarta is a communication strategy on PUS achieved cognition (understanding) of the FP program (SDKI 2012) but the data achievement family planning program in Surakarta city shows that the level of cognition has not followed by the family planning program measures.
