Spatial Assessment of Land Suitability, Regional Hierarchy, and SAW-Based Multi-Criteria Analysis for Pepper-Based Agrotourism Planning: A Case Study of Membalong Sub-District, Indonesia

Abstract

Pepper is a spice commodity whose existence is increasingly threatened. At the same time, tourism diversification is needed to strengthen the attractiveness of Belitung Regency, and agrotourism planning serves as a strategic approach to support this effort. This study aimed to identify and determine priority areas for agrotourism planning based on the pepper commodity. A total of 19 pepper plantations were identified in Membalong Sub-district, with Simpang Rusa Village having the largest number, at 6 plantations. The study area was dominated by the S3 (marginally suitable) land suitability class, while Lassar Village had the largest area of land available for pepper plantation development. The regional hierarchy was classified into 3 levels, with Pulau Seliu, Padang Kandis, and Gunung Riting Villages at the first level, and Perpat and Mentigi Villages at the second level. Spatial analysis revealed a mismatch between agricultural potential and tourism infrastructure. Villages with pepper plantation resources lacked adequate infrastructure readiness, while villages with better tourism infrastructure did not have pepper plantations. Based on the Simple Additive Weighting (SAW) analysis, Simpang Rusa Village was designated as the highest priority area for pepper-based agrotourism development. This result designates that Simpang Rusa possesses the greatest potential for future pepper-based agrotourism development in Membalong Sub-district. This study demonstrates that integrating land suitability assessment, land availability analysis, regional hierarchy analysis, and multi-criteria decision-making can support pepper-based agrotourism planning. These findings provide a spatial base for implementing the Belitung Regency Tourism Development Master Plan (RIPPARKAB).
