Efektivitas Pelaksanaan Sistem Zonasi Dalam Penerimaan Peserta Didik Baru (PPDB) Serta Pengaruhnya Terhadap Upaya Manajemen Mutu Pendidikan Berdasarkan Asas Keadilan Di SMA Negeri Kabupaten Klaten Tahun Ajaran 2016-2018

Abstract

The research aimed to describe: 1) The implementation of zonation system in students enrollment program (PPDB) in State high schools in Klaten Regency, 2) The students, parents, and schools view on the implementation of zonation system, 3) The effect of zonation system on the schools’ attempt in managing new students, 4) the schools’ attempt in maintaining and improving education quality management based on the principle of fairness in state high schools in Klaten Regency.

The present study employed qualitative descriptive method. Purposive and snowball sampling was employed to determine the sample. The data collection technique was in the form of interview, observation, and document analysis. In order to test the data validity, the author employed source and method triangulation. The data were analyzed using comparative descriptive and interactive analysis.

           According to the finding of the study, it could be concluded that : 1) The implementation of zonation system in PPDB in 2017/2018 and 2018/2019 academic year in state senior high schools in Klaten Regency was less effective due to lack of socialization and SKTM (Letter of Poor Status) that was used as one of the enrollment category. 2) Zonation system was accepted and agreed by majority of students, parents, and schools, however, they asked a system improvement to improve the weaknesses of the zonation system found in the previous year. 3) The school as the implementer of the zonation system always try to improve the school management system in accodance to the government’s technical guideline and regulation such as arranging equal and heterogeneous learning study (rombel) and did not arrange an exclusive class for high-achiever students in State senior high schools in Klaten Regency. 4) The schools always attempted and improved the teacher’s professionalism, improved the schools’ facilities and infrastructures and disciplined the students and the school member in order to maintain and improve the education quality. The school also showed fairness in managing students in accordance with the principle of fairness, there is no discriminating treatment and services for the students enrolled from zonation system in state senior high schools in Klaten Regency.
