Peran humas Palang Merah Indonesia (PMI) Kabupaten Blora sebagai wadah komunikasi publik di tengah pandemi Covid-19

Abstract

Abstrak: Penelitian ini bertujuan untuk mengetahui: 1) peran bagian humas Palang Merah Indonesia di Kabupaten Blora pada masa Pandemi COVID-19, 2) faktor pendukung dan hambatan, 3) upaya mengatasi hambatan tersebut. Pendekatan penelitian ini adalah kualitatif dengan jenis studi kasus. Data penelitian ini bersumber dari data primer dan data sekunder. Teknik pengambilan sampel menggunakan purposive sampling. Wawancara, observasi, dan dokumentasi digunakan sebagai teknik pengumpulan data. Untuk menguji keabsahan data menggunakan triangulasi metode. Penelitian ini menggunakan analisis data model interaktif. Hasil penelitian: 1) peran divisi humas, meliputi: a) komunikator, b) hubungan, c) manajemen cadangan, dan d) citra perusahaan; 2) faktor pendukung, yaitu: a) kerjasama yang baik dengan eksternal publik, b) ketersediaan sarana dan prasarana pendukung. Kendala yaitu: a) kurangnya koordinasi, b) tingkat partisipasi seseorang dalam kegiatan donor darah menurun dan masyarakat belum mematuhi protokol kesehatan, c) kurangnya sumber daya manusia untuk mengelola media komunikasi PMI; 3) upaya mengatasi kendala yaitu: a) koordinasi rutin, b) sosialisasi rutin mengenai pencegahan COVID-19, dan c) rekrutmen pegawai.

Abstract: This research aims to investigate: 1) the roles of the public relations division on the Indonesia Red Cross Society in Blora Regency during the COVID-19 Pandemic, 2) supporting and barriers factors, 3) the attempt to address the barriers. The approach of this research is qualitative with the type of case study. The data of this research are sourced from primary data and secondary data. The sampling technique uses purposive sampling. Interviews, observations, and documentation are used as data collection techniques. To test the validity of the data using method triangulation. This research uses interactive model data analysis. Results research: 1) the roles of the public relations division, including: a) communicator, b) relationship, c) backup management, and d) corporate image; 2) supporting factors, namely: a) good cooperation with external public, b) the availability of supporting facilities and infrastructure. Constraints, namely: a) lack of coordination, b) the level of participation of a person in blood donation activities has decreased and the community has not complied with health protocols, c) lack of human resources to manage PMI communication media; 3) efforts to overcome obstacles, namely: a) routine coordination, b) routine socialization regarding the prevention of COVID-19, and c) employee recruitment.
