Collaborative Governance dalam Upaya Penyelenggaraan Kota Layak Anak di Kota Madiun

The research was conducted to find out the processes and factors supporting and inhibiting Collaborative Governance (CG) in the CFC in Madiun. The research uses the theories of Ansell and Gash and DeSeve with descriptive qualitative approaches. Data collected through interviews, observations, documentation. Studies show the CG process consists of face-to-face dialogue runs through meetings or coordination held; trust building involves stakeholders in activities, the existence of leadership support for CFC; commitment to process various parties to support and advance children’s rights in the city of Madiun despite different contribution levels; shared understanding. PPPA Social Service to conduct construction on CFC components; intermediate outcome, achieved Madiun’s achievements as CFC. Supporting factors and obstacles are: networked structure CFC of Madiun is self governance; commitment to a common purpose is constrained by information that is less fair and affordable by some parties and limited movement of activities because of COVID-19; trust among the participants, there is a lack of trust that the child’s voice is heard; governance, there are clear rules in the CFC; access to authority, the person in charge of the activity program is still dominated by OPD; distributive accountability/responsibility is carried out by each stakeholder under its duties and authorities; information sharing of nongovernmental organizations needs to be optimized; access to resources needs to increase the availability of infrastructure facilities and reduce regional revenues if there is a ban on cigarette advertising.
