Analisis Penerapan Manajemen Talenta Aparatur Sipil Negara di Badan Kepegawaian Daerah Provinsi Jawa Tengah

Problems related to the absence of management that regulates career development of civil servants still occur in government agencies, including the Regional Personnel Agency (BKD) of Central Java Province, so it is necessary to manage employees through talent management. This study aims to discuss the implementation of Talent Management for State Civil Servants (ASN) in the BKD of Central Java Province and to find out the supporting and inhibiting factors in its implementation. This research method is qualitative-descriptive with data collection techniques through interviews and documentation. The data analysis technique in this research uses the interactive model Milles, Huberman and Saldana (2014). The results of this study indicate that the implementation of ASN talent management in the BKD of Central Java Province has been carried out through the stages of talent acquisition, talent development, talent retention, talent placement and monitoring and evaluation. In this study, the support and commitment factors of organizational leaders and organizational culture are known to be factors that support the implementation of ASN talent management. Meanwhile, the inhibiting factor is the lack of availability of information systems due to limited staff and budget in delivering information regarding ASN talent management
