This study aims to examine the process of empowering people with disabilities in the perspective of community governance by the Self-Help Group (KSM) Sambung Roso Simbatan, Nguntoronaadi District, Magetan Regency. This study uses a qualitative descriptive research method with data collection techniques through observation, interviews, and documentation. The data validity technique in this study was through source triangulation. The data obtained was analyzed through the stages of data reduction, data presentation, and drawing conclusions and verification using data analysis techniques modeled by Miles, Hubberman, and Saldana (2014). This study uses the theory of three stages of community empowerment, the awareness stage, the capacity building stage, and the empowerment stage. Each of them has provided good empowerment. The results of the study show that the process of community empowerment activities for persons with disabilities seen from the three stages in the perspective of community governance includes aspects of community governance such as social capital through goals for the success of persons with disabilities in the form of bonding social capital, bridging social capital, and linking social capital, organizational resources in the form of the availability of human resources and organizational resources for the fulfillment of empowerment. Unfortunately in terms of human capital, the capabilities and expertise of the human resources owned by KSM Kontak Roso are still limited to the process of fulfilling the abilities and expertise of several members of the KSM Kontak Roso companions which have not been implemented strongly.
