Dinamika Penganggaran Partisipatif: Tinjauan Literatur Sistematis tahun 2019 - 2023

Penelitian ini menganalisa bagaimana dinamika penganggaran partisipatif dari berbagai negara dan efek serta faktor yang mempengaruhinya. Metode yang digunakan adalah tinjauan literatur sistematis dengan menggunakan 25 artikel terindeks scopus yang dipublikasikan dari tahun 2019 hingga 2023. Hasil penelitian artikel menunjukkan bahwa efektivitas penganggaran partisipatif sangat bergantung pada faktor kontekstual seperti kapasitas kelembagaan, kemauan politik, literasi warga, dan infrastruktur digital. Negara-negara dengan dukungan kelembagaan yang kuat, ruang partisipatif yang inklusif, dan pemanfaatan teknologi digital yang adaptif cenderung menunjukkan praktik penganggaran partisipatif yang lebih berhasil. Di sisi lain, politisasi, eksklusi digital, dan dominasi elite masih menjadi tantangan utama dalam pelaksanaan penganggaran partisipatif di berbagai konteks. Penelitian ini memberikan kontribusi konseptual dengan menyusun pola strategi penganggaran partisipatif berbasis sintesis literatur global dan menegaskan pentingnya penyesuaian desain kebijakan penganggaran partisipatif terhadap kondisi sosial-politik setempat. penganggaran partisipatif yang efektif tidak dapat dilepaskan dari kualitas partisipasi warga dan komitmen institusional terhadap prinsip-prinsip good governance.
