Smart City Transformation in Yogyakarta: Governance Barriers Beyond the Smart City Transformation Framework

Rahmad Indrawan Manopo

Abstract

Yogyakarta City has adopted various smart city programs in an effort to improve public service delivery and municipal government. This study evaluates the smart city transformation in Yogyakarta utilising the Smart City Transformation Framework (SCTF) that includes smart planning, physical and ICT infrastructure, and smart solutions through collaborative governance. Data were acquired through interviews with five key informants from four municipal departments, policy document analysis and field observations. The findings show that Yogyakarta has made efforts on all four SCTF areas. Especially through Jogja Smart Service (JSS) that offers access to more than 250 public services, free public Wi-Fi, and IoT-based traffic control through the Area Traffic Control System (ATCS). Some of the assertions about the extent of services and results, however, are mostly based on informant stories that could not be independently corroborated. Two governance concerns were also identified: First, there were national smart city policies, but local governments lacked comprehensive advice for execution because sanctioned national structures did not exist. Secondly, the advent of legal disputes when the central government mandates overrode local protocols. The results indicate that the smart city transformation in a medium-sized city in Indonesia needs not only technology progress but also more specific guidance from national policy and flexible legal cooperation between the national and local authorities. However, the report represents just the views of the government and does not reflect the experiences of non-government organisations, enterprises or community groups. The results therefore mostly reflect formal government ideas of collaborative governance..
