MENILIK URGENSI DESA DI ERA OTONOMI DAERAH

Abstract
Village is one of the most important components of the state life, especially in Indonesia. In the era of regional autonomy, central government has tried to give authorities to the regions to manage the potential of their area. Unfortunately, the realities were not as expected, so many cases show that rural development often not optimal due to various obstacles like the funding of rural infrastructure development still centralized, the local government apparatus lack of mastering their authority and their area conditions, moreover there are a lot of remote villages with low education level and live in poverty. This paper reveals the important of the village in the era of decentralization and the presence of law that regulating the management of village and village funds so that for the future, village can develop optimally for the welfare of the people.

Abstrak
Desa merupakan salah satu komponen penting dalam kehidupan bernegara khususnya di Indonesia. Di era otonomi daerah pemerintah pusat mencoba memberikan kewenangan kepada daerah untuk mengelola potensi daerahnya. Namun, realitas berkata lain, karena ternyata banyak ditemukan berbagai kasus di mana pembangunan desa kerap tidak maksimal. Hal ini dikarenakan berbagai kendala yang ada seperti masih tersentralisasinya pembangunan infrastruktur desa, aparatur pemerintah daerah yang kurang menguasai kewenangannya dan kondisi di lapangan, serta adanya desa-desa terpencil yang tingkat pendidikan dan kesejahteraan masyarakatnya masih rendah. Artikel ini mengurai arti penting desa di era desentralisasi serta pentingnya kehadiran undang-undang spesifik yang mengatur mengenai desa dan pengelolaan dana desa sehingga desa ke depan diharapkan dapat berkembang secara maksimal bagi kesejahteraan rakyat.
