Abstract

In the implementation of development, the planning and budgeting documents are very important and even principal. Planning document contains development objectives to be achieved and ways to achieve them. Meanwhile, the document contains the detailed budgetary funding for implementation of each step in the efforts to achieve development goals. The linkage between planning and budgeting are absolutely necessary and its implementation guidelines embodied in Act - Act. In practice, some law governing the planning and budgeting for the implementation of regional autonomy, there is confusion and therefore confusing. Therefore, accuracy of understanding is greatly needed and even efforts to revise Law - Law in question.
