Abstract

Implementation of the role of the Surakarta City Government in fulfilling the rights of women victims of violence. The problem addressed in this research lies in the gap between the comprehensive legal framework that guarantees victims’ rights and the challenges encountered in its practical implementation at the local level. Therefore, this study aims to analyze how the local government exercises its authority in fulfilling these rights and to identify the supporting and inhibiting factors affecting policy implementation. This research employs a socio-legal approach using qualitative methods, integrating normative legal analysis with empirical field research. Data were collected through document analysis of relevant laws and regulations, as well as in-depth interviews with government officials, service providers, and victims. The analysis is conducted descriptively using George Edward III’s policy implementation framework, focusing on four key variables: communication, resources, bureaucratic structure, and disposition. The findings reveal that the Surakarta City Government has established a relatively strong normative and institutional foundation, particularly through the enactment of local regulations and the establishment of the Integrated Service Unit for Women and Children Protection (UPTD PPA). The implementation has covered key aspects of victims’ rights, including handling, protection, and recovery services. However, the effectiveness of implementation is not yet optimal. Several constraints are identified, including limited human resources, inadequate facilities and infrastructure, partial integration of inter-agency coordination, and challenges in communicating effectively with victims, especially those experiencing psychological trauma. In conclusion, while the fulfillment of victims’ rights in Surakarta has been implemented in accordance with legal mandates, strengthening institutional capacity, improving system integration, and developing adaptive, victim-centered service approaches are necessary to ensure more effective and sustainable protection.
