This study aims to determine the development of community-based tourism in the village tourism ceramics Pagerjurang Melikan Village, which includes tourism development strategies, factors driving and inhibiting the development, community participation and the impact of tourism development in Melikan tourist village. The theory used in this research is the theory of Social Actions Max Weber and Talcot Parsons.

The type of this research is descriptive qualitative. Data collection techniques use observation, in-depth interviews and documentation. In the collection of data that became the instrument of research is the researcher means researchers go directly to the village Melikan tourism. The sample is taken by using purposive sampling, to select informants who know the information in depth as data source, so the possibility of choice of informant can develop according to requirement and stability of researcher in obtaining data. Data validity uses source triangulation techniques by comparing one data with another for checking. Data analysis techniques using interative analysis model consisting of: data collection, data reduction, data presentation and conclusion.

The results showed that the strategy in the development of tourism in Melikan tourism village include the development of tourism objects and attractions, tourism facilities and infrastructure and village tourist institutions. The driving factors in the development of Melikan tourism village are almost all Pagerjurang residents are pottery craftsmen, the availability of raw material sources, the formation of awareness group of villages pottery tour, rock in development. The inhibiting factors in the development of Melikan tourism village are access to tourist sites, lack of public transportation, lack of promotion and marketing. Impact of Melikan tourism village development include positive impacts of economic improvement, infrastructure development, increased human resources, increased tourist visits. The negative impact of social jealousy, the decreasing of raw materials, environmental damage and slow regeneration of craftsmen.
