ANALISIS EFEKTIVITAS DISTRIBUSI PUPUK BERSUBSIDI MENGGUNAKAN KARTU TANI DI KABUPATEN KARANGANYAR

Abstract

This study aims to determine the realization of the program, farmers' perceptions and the effectiveness of the distribution of subsidized fertilizers using the Kartu Tani in Karanganyar Regency. The basic method used in this research is descriptive and analytical. The analytical methods used are (1) descriptive analysis; (2) analysis of perceptions using a Likert scale; and (3) effectiveness analysis method based on 6 right indicators, namely right price, right time, right quantity, right type, right quality and right place. Determination of the location of the study was done purposively and the sample of farmers used the quota sampling method with the number of respondents as many as 60 people. The results showed that the Kartu Tani program was implemented properly and appropriately from the initial stage of making the card to the transaction stage of subsidized fertilizer using the Kartu Tani, although there were still obstacles. Farmers' perceptions of the distribution of subsidized fertilizers using the Farmer's Card for the convenience of obtaining fertilizers, transactions, quality and types of fertilizers and the level of satisfaction of farmers are felt to be good. Perceptions regarding the price, quantity and timing of fertilizer supply are still not up to the expectations of farmers. The results of the effectiveness analysis based on 6 were found to be effective for the right types; very effective for the right place and quality; not effective for the right price and on time; and very ineffective for exact amounts.
