Identifikasi faktor kegagalan perencanaan megaproyek: Studi kasus Megaproyek Brebes Internasional Industrial Park (Kawasan Industri Brebes)

Abstract

Megaproyek Brebes Internasional Industrial Park (Kawasan Industri Brebes, KIB) merupakan salah satu proyek kawasan industri yang diamanahkan dalam Peraturan Presiden Nomor 79 tahun 2019 tentang Percepatan Pembangunan Ekonomi di Provinsi Jawa Tengah. Dengan luas 3.976 ha yang meliputi tiga kecamatan, yakni Kecamatan Bulakamba, Losari dan Tanjung,  KIB akan menjadi kawasan industri terbesar se-Asia Tenggara. Namun, terdapat beberapa permasalahan yang menyebabkan pembangunan tersebut dialihkan ke Kabupaten Batang. Penelitian ini mengkaji kondisi pengelolaan megaproyek KIB dan mengidentifikasi faktor kegagalan dari perspektif pemangku kepentingan. Analisis deskriptif analitik dilakukan untuk memahami hubungan kondisi pengelolaan berbasis tinjauan literatur dan analisis skoring untuk menentukan faktor kegagalan mega proyek rencana KIB. Hasil penelitian menunjukkan bahwa faktor tantangan keuangan pada mega proyek Kawasan Industri Brebes merupakan faktor kegagalan utama. Salah satu permasalahan utama dalam pembiayaan adalah pembebasan lahan yang mengalami permasalahan karena banyak makelar tanah yang terlibat menyebabkan lonjakan harga lahan di Brebes melebihi Nilai Jual Objek Pajak. Hal tersebut menyebabkan biaya pembebasan lahan meningkat hingga melebihi anggaran awal sehingga target pembebasan lahan tidak tercapai hingga akhir tahun 2021.
