Inisiasi model konseptual Transfer of Development Rights (TDR) bagi kawasan cagar budaya

Abstract

Kawasan Pecinan Ketandan di Kota Yogyakarta sebagai salah satu bagian dari kawasan permukiman etnis Tionghoa memiliki keterbatasan dalam hal pengembangan bangunan setelah ditetapkan sebagai kawasan cagar budaya. Akibatnya, timbul kesulitan bagaimana menyetarakan hak milik dan hak pembangunan dikarenakan fungsi perlindungan dan pelestarian yang melekat tersebut. Untuk mengatasi hal tersebut, pemerintah telah membentuk instrumen salah satunya melalui pengalihan hak membangun (transfer of development rights/TDR). Agar dapat berfungsi secara optimal sebagai sebuah kebijakan, maka perlu dirumuskan model konseptual TDR melalui pendekatan ahli. Dengan memilih Kawasan Pecinan Ketandan di Kota Yogyakarta sebagai studi kasus, perumusan model konseptual TDR dilakukan melalui metode deskriptif kualitatif dengan alat analisis Delphi. Hasil penelitian menghasilkan model konseptual TDR di Kawasan Pecinan Ketandan yang terdiri atas tahap awal, tahap transaksi serta tahap akhir dan evaluasi. Didalam model tersebut telah termuat indikator-indikator utama keberhasilan TDR, yaitu adanya area pengirim, area penerima, pasar TDR, dan nilai TDR.
