Reconstructing Battery Thermal Management Competencies From Occupational Standards For Vocational Education In Electric Vehicle Technology
Abstract
Battery Thermal Management System (BTMS) is a safety-critical subsystem of electric vehicle technology, yet it is not established as a named competency unit in the Indonesian National Work Competency Standards (SKKNI) for electrified light vehicle service. Starting from seven BTMS-relevant units identified among the 21 SKKNI units, this study reconstructs their occupational requirements into a competency architecture for vocational education. A qualitative document analysis with deductive content coding was applied to seven units containing 19 competency elements, 118 criteria of competency achievement, 35 knowledge requirements, 21 skill requirements, and 10 critical aspects. The requirements were coded into six functional dimensions: thermal system preparation and technical documentation, thermal condition diagnosis, coolant circuit maintenance, thermal component intervention, high voltage electrical safety, and thermal event emergency response. The analysis showed that BTMS competence is an emergent cross-unit construct formed by three Core units and four Supporting units. Coverage was asymmetric, with preparation and documentation (31.4%), high voltage safety (27.1%), and thermal diagnosis (24.6%) accounting for 83.1% of coded requirements, while coolant circuit maintenance represented 4.2%. The six dimensions were translated into competency clusters with learning outcomes, practical activities, and assessment indicators and organized into a proposed instructional architecture. The findings indicate that occupational standards provide a traceable basis for BTMS procedural competence but require complementary thermal engineering knowledge for conceptual understanding. The resulting architecture can support curriculum sequencing, assessment design, and modular learning in electric vehicle vocational education.
