Abstract

Thepurpose ofthis research is analyzing the effectiveness ofnational minister regulation number84 of2008 on gender mainstreaming in education and identifying the factors causing the effectiveness of regulation. Thisresearch located in Kebumen Regency. The type of this research is policy evaluation research.
This research used qualitative descriptive approach. Data sources were informants,places and events, and documents. Data collecting technique performs by literature study and focus group discussion. The informants wereselectedreferto itspurpose. Datavalidation basedon triangulation and itsanalyzed using
interactive analysis model. Theresult of this research indicates: 1) nationaleducation ministerregulationnumber84 of2008 is
effective promote on gender equalityand equity in education, 2) the factors influence the effectiveness of regulation including: political will, theeffectiveroleongenderworkinggroupandgender localpoint, gender sensitive human resources, gender based information system, the availability of gender analysis instru
ment, gender responsive budget, technicalassistance from thegovernmentat provinciallevel, and com munitysupport.
