Tantangan Reformasi Birokrasi dalam Mewujudkan Good Governance berbasis Partisipasi Masyarakat

Abstract


Bureaucracy indicates the efficacy of government administration, which is significantly influenced by the efficiency of the bureaucratic system. They are implementing regulations related to state administration in a bureaucratic environment, resulting in overlapping. Consequently, this research aims to examine the obstacles to bureaucratic reform in the pursuit of good governance, including community participation and bureaucratic transformation. This research employs a conceptual and statutory approach and is normative. The findings of this investigation indicate that bureaucratic reform encounters not only technical obstacles but also cultural, structural, and mental bureaucratic impediments. Globalization, technological advancements, public demands for enhanced services, and the necessity to eradicate corruption all contribute to bureaucratic transformation. Despite the numerous encouraging accomplishments, bureaucratic transformation in Indonesia continues to encounter numerous challenges, including the inconsistent implementation of changes throughout the country and the sluggish evolution of organizational culture. In the interim, effective governance assesses how public institutions manage public resources and conduct public affairs. Therefore, the quality of governance is determined by the extent to which the exercise of power affects the quality of life or services that its citizens receive. Additionally, it is crucial to enhance community engagement to achieve effective governance. The bureaucratic reform strategy ultimately emphasizes the modification of the system, structure, culture, and human resources to improve efficiency, professionalism, and public trust in the government, thereby promoting public administration reform and good governance.
