Peran Pendamping PKH dalam Memberdayakan Rumah Tangga Sangat Miskin di Desa Bojong Kecamatan Bojong Kabupaten Tegal

This study aims to examine in depth to find out the role of facilitator in empowering very poor households receiving Program Keluarga Harapan (PKH) grant. Another objective was to find out supporting and inhibiting factors the facilitators and the beneficiary of PKH encounter during empowerment. This study employed a descriptive qualitative method. Techniques of collecting data used were observation, interview and library study. Data validation was carried out using source triangulation. The sampling technique employed was purposive sampling one with sampling criterion model. Data analysis was carried out using an interactive model of analysis. The theory employed in this research was Talcott Parsons’ AGIL theory. The result of research showed 4 main roles played by PKH facilitator in empowering the very poor households: facilitative, educational, representative, and technical. In the process of empowering the beneficiaries of PKH, there was role conflict the PKH facilitator encountered. Using AGIL theory appeared that the PKH facilitator made adaptation through growing the feeling of care about education and health among beneficiaries gradually. The achievement of objective was conducted by advising and educating the beneficiaries about the importance of education and health. Integration could be done through cooperation and coordination with schools and posyandu. The facilitator maintained the pattern by holding routine meetings with the stakeholders involved in order to improve and to develop PKH.
