ANALISIS MITIGASI RISIKO PADA DISTRIBUSI PUPUK BERSUBSIDI PT PUSRI DENGAN METODE FAILURE MODE AND EFFECT ANALYSIS (FMEA) DI KABUPATEN KLATEN

Abstract

Fertilizer is an important component in the process of crop cultivation that contributes 20% to the success of increasing agricultural production, so its procurement needs more assistance and attention from the government. This study aims to determine the risks and analyze the critical factors that cause the scarcity of subsidized fertilizers in Klaten Regency, and to determine the risk mitigation design in an effort to minimize the scarcity of fertilizers. Determination of location purposively with a sample of 65 respondents. Data sources were primary and secondary data with data collection techniques of observation, interview, and recording. Data analysis using FMEA (Failure Mode and Effect Analysis) method developed into fuzzy FMEA. The results showed that there were 19 risks that occurred from the producer line to farmers that resulted in fertilizer scarcity among farmers. The risks included in the critical factors, which have a high FRPN value and are classified at the extreme risk level, include A3 (factory shutdown once a year) with FRPN value = 4.419; A2 (the price of raw materials to make fertilizer increases), E2 (the amount of fertilizer obtained by farmers does not meet their needs), and E1 (the price of subsidized fertilizer does not match the price ceiling) with FRPN value = 4.241; and C3 (KPL resigns) and E4 (empty farmer card quota) with FRPN value = 3.995. Risk mitigation is carried out by avoiding risks, transferring risks, reducing the impact of risks, and accepting risks.
